NEWLO facilities to accommodate more technical skills training

In an attempt to fully utilise the facility at the New Life Organisation (NEWLO) after its usual closing hours in the evening, the Government of Grenada in conjunction with the Department for International Development (DFID) will be commencing TVET training programmes for young people in a number of on-demand skill area.

The first skills training programme, Skills for Youth Employment (SkYE) is funded by the DFID over 4 years; EC$3.3 million will cover 65% of the cost. Government is expected to fund EC$375,000 the cost associated with transportation and refreshments per year. 120 young per year people will receive training in skill areas including:

  • Furniture-Making (Level 1)
  • Cosmetology (Level 2)
  • Carpentry (Level 2)
  • Early Childhood (Level 2)
  • Air Conditioning and Refrigeration (Level 2)
  • TV and Video Production (Level 2)

SkYE is a four-year programme valued at £9.1 million designed to promote economic growth and sustainable development. Grenada is not alone in the implementation of such training since the programme is also rolled out in St Lucia, Dominica, and St Vincent and the Grenadines after eight months of research and design work.

Over 6,000 young people ages 15 to 30 are eligible for training under the SkYE programme across the aforementioned territories, which is said to improve their employability in sectors where there is evident demand for skilled workers.

The first batch of young people started training under the SkYE in October while the government is preparing to begin training of 70 adults over the age of 35 during November.

Areas of skills training include:

  • Agro-processing
  • Fabric Design
  • Hospitality Services
  • Crop Production
  • Poultry Rearing

This component of the training will be fully covered by the government and like the previous programme will be held at NEWLO. Both programmes will be held in the evening as the government realises the need to fully utilise the NEWLO facility.

“Really, what has happened at NEWLO is a second shift has been created at the institution. Many times an institution closes at 2:30 pm and the building that is filled with equipment. The doors are just closed for the rest of the day, but at NEWLO now we are having a second shift so we are now being more efficient as a country in terms of utilising our resources,” said Minister for Tertiary Education, Skill Development & Education Outreach Hon. Pamela Moses.

Minister Moses was particularly pleased since this would mean that more young people can be empowered especially young people challenged by disability. “There is one main condition that the government and NEWLO have had to accede to for this training and is that 10% of the trainees must be disabled youth, so we have met that quota. New Life Organisation is not just training our able-bodied youth but is training youth that have challenges, who are disabled in one form or the other.”

Other courses accompanying the training are computer and life skills, literacy and numeracy and Job placement training. The selection of participants under the adult component of the government-funded skills training programme has already been completed and will cost approximately $600,000 yearly. The training will run between nine and 13 months dependent upon the course undertaken.

Two MWAG executives resign | NOW Grenada

  • Two of the six-member MWAG executive resigned with immediate effect
  • Reasons for resignations have not been openly shared
  • Increased number of assaults and threats against media workers on the job recently

Two executive members of the Media Workers Association of Grenada (MWAG) who were elected at the Annual General Meeting held in December 2018, have resigned from their post with immediate effect as of Friday, 17 January 2020.

Tonnia St Louis-Lawrence is an employee of Meaningful Television (MTV), while Joseph is an employee of the Grenada Broadcasting Network (GBN).

According to MWAG’s constitution, the AGM shall be held on before 30 November each year, but it was unable to be held in November 2017 and thus the executive was elected in December 2018.

Shere-Ann Noel who is currently a senior employee of the Government Information Service (GIS) was elected by the members to serve as President at that AGM, and she has confirmed receiving the resignations on Friday.

The other executive members are Rickisha St Louis and Delroy Louison who are also employed with the government, and Asher Andall who is an independent media worker.

Both Lawrence and Joseph have not openly shared the reason for the resignation, but have given the assurance that they will continue to be members of the Association. According to its constitution, the Association “is dedicated to the best interest of the media in Grenada, particularly for the furtherance of the education and professional status of its members.”

The constitution provides guidance on the process to fill the vacancies. “In the event of a vacancy occurring on the Executive by the death, incapacity or resignation of an officer, a successor may be appointed by the Executive Committee to complete the remainder of the term.”

President Noel said that an emergency meeting will be called to formally inform the membership of the resignations and for the Association to decide the way forward.

It is not certain if the action of the two is linked to the growing number of assaults and threats against media workers on the job in recent months and the executive decision to not publicly condemn all reported acts. It is understood that some members of the Executive have been demanding that there be open condemnation and concern about the assaults, but at least on one occasion, there was no public action.

The latest was an online journalist being barred from recording a public meeting for news purposes in the village of Mt Moritz. Residents of the area were meeting with Acting Commissioner of Police and other government officials, but some in attendance said they were uncomfortable having the media present.

After the journalist left, the Government Information Service arrived at the venue and was allowed to record, and an edited version of the recording was later disseminated to media houses who requested a copy of the meeting. Traditionally, the GIS makes available unedited footage of government events.

Suitably qualified citizens of member territories of the Eastern Caribbean Currency Union (ECCU) are invited to apply to fill the position of Banking Officer II, Payment Systems Development and Oversight Unit, within the Banking & Monetary Operations Department of the Eastern Caribbean Central Bank, headquartered in Basseterre, in the Federation of Saint Kitts and Nevis. The successful candidate will be based in St Kitts and hired initially on a two (2) year contractual engagement with the opportunity to transfer to the permanent establishment based on performance. APPLICANTS MUST HAVE:

  • A first degree in banking, accounting, finance and or a business-related discipline;

DUTIES

The successful candidate will be directly responsible to the Head of the Unit and Department, for the proper performance of his/her duties, which will include:

  1. Assist in the development of the ECCU Payment System by undertaking relevant research on issues and monitoring events relating to payment systems:
    • Review, research, interpret and evaluate data from questionnaires, templates and other payment system related documents to ensure its accuracy and make appropriate recommendations.
    • Design survey forms/templates intended to capture pertinent payment system data.
    • Liaise with internal and external stakeholders to identify emerging payment system trends, risks, and report accordingly.
    • Actively research payment system developments in the global community and particularly in the ECCU region.
    • Ascertain trends and developments through the collection of data and information and prepare periodic reports to inform policy decisions.
    • Engage in constant dialogue with internal and external stakeholders and partners in the payment systems environment.
  1. Propose arrangements for the onboarding of qualified institutions on the Eastern Caribbean Automated Clearing House (ECACH).
  2. Work in close collaboration with the Management Information Systems Department (MISD) to develop and translate a business case solution into systems requirements for the project on onboarding of the qualified institutions.
  3. Review payment infrastructures example Real Time Gross Settlement (RTGS) and Automated Clearing House (ACH) and inform on developments taking place that can increase the efficiency of the payment system.
  4. Develop rules and procedures for RTGS that are consistent with the legislation, Principles Financial Market Infrastructure standards and in accordance with developments taking place in the payment system environment.
  5. Perform as alternate to the substantive Payment System Oversight officer in instances where the officer is unable to undertake the required responsibilities, in an effort to maintain continuity.
  6. Liaise with Eastern Caribbean Payment Council (ECPC) Working Groups to provide the assistance required in the facilitation of meetings.
    • Actively follow-up on ECPC matters with Council Members and members of the Working Groups as required.
    • Undertake research and make presentations at the request of the ECPC.

SALARY

Salary will be commensurate with qualifications and experience.
